Second Horizon Europe call igniting innovative space downstream applications

The second Horizon Europe Call is now open with a deadline in March 2023 and an overall budget of 48.1 million EUR for the development of innovative space downstream applications that leverage the data and services from the EU Space Programme

The second Horizon Europe call is a unique opportunity for the European space downstream industry, including SMEs, along with academia and public actors, to develop space-based applications that can deliver real benefits to EU citizens, industry and society,” says EUSPA Executive Director Rodrigo da Costa.

Horizon Europe is the EU’s key funding mechanism that facilitates collaboration and strengthens the impact of research and innovation in developing, supporting and implementing EU policies while also tackling global challenges. “Linking space to user needs starts with research and innovation,” adds da Costa. “By facilitating research that leverages the EU Space Programme, Horizon Europe supports the development of game-changing solutions to some of today’s most pressing challenges.”

Any legal entity, regardless of its place of establishment, including legal entities from nonassociated third countries or international organisations (including international European research organisations 1) is eligible to participate (whether it is eligible for funding or not), provided that the conditions laid down in the Horizon Europe Regulation have been met,
along with any other conditions laid down in the specific call topic.

To be eligible for funding, applicants must be established in one of the eligible countries, including eligible non-EU countries such as countries associated to Horizon Europe or low- and middle-income countries. Participants from non-associated non-EU countries can take part in Horizon Europe actions, but not always with funding. For the up-to-date list of low to middle income countries in which entities have to be
established to be automatically eligible for funding, please see the List of Participating Countries in Horizon Europe.

The Call is structured in the following 6 topics:

  • EGNSS applications for Smart mobility
  • Public sector as Galileo and/or Copernicus user
  • Copernicus downstream applications and the European Data Economy
  • Large-scale Copernicus data uptake with AI and HPC 
  • Designing space-based downstream applications with international partners
  • GOVSATCOM Service developments and demonstrations
